Modern Fire Risk Intelligence for Today's Insurance Market
FLAMES combines Fire Loss Assignment and Mitigation Evaluation Score data to provide more meaningful insight into local fire protection and risk mitigation outcomes. By pairing predictive fire loss modeling with community-level mitigation data, FLAMES helps insurers better understand and evaluate fire risk.

Fire Loss Assignment
AAIS has calculated a Fire Loss Assignment for every ZIP code in the country using standard insurance modeling techniques. This score predicts the frequency and severity of fire losses in each ZIP code. Each ZIP code in the country will be assigned a Fire Loss score, regardless of whether that community chooses to participate in the FLAMES Mitigation Evaluation Score.
Mitigation Evaluation Score
The FLAMES Mitigation Evaluation Score measures the effectiveness of mitigation, prevention, and Community Risk Reduction (CRR) efforts at the local level. The Mitigation Evaluation portion is optional, but could potentially reduce the amount of premiums residents pay.
Why FLAMES?
More Precise Risk Insights
Move beyond jurisdictional boundaries with ZIP code-level scoring for a more precise view of fire risk. FLAMES provides nationwide scores using standard insurance modeling techniques to predict fire loss frequency and severity.
Faster Underwriting Decisions
Use the ZIP code already in your existing workflows to determine the appropriate FLAMES score. Simpler access to risk information and less reliance on external evaluations support faster underwriting and pricing decisions.
Easy to Integrate
FLAMES works within existing systems and processes, making it easy to evaluate your portfolio, understand potential impacts, and incorporate fire risk insights into underwriting and rating workflows with minimal disruption.
FLAMES Filing & Approval Activity
Track FLAMES filing and approval progress across the country. Insurers may only use programs that have been made available by a state insurance department. For more detailed filing information, AAIS Members can access active FLAMES filings through FilingRamp. Not using FilingRamp yet? Sign up for complimentary access.

Frequently Asked Questions
Which AAIS programs currently include FLAMES?
FLAMES is currently available for our Homeowners By Peril (HOBP) products. In the near future, we will be filing FLAMES in our Homeowners Composite (HOC) products, followed by other product lines thereafter. FLAMES will eventually be incorporated into all of our products with a property coverage.
Can Members evaluate FLAMES against their existing book of business before adopting it?
Yes, we strongly encourage Members to begin this analysis now. For states where FLAMES is already filed or approved, Members can find a list of Fire Loss Assignments for every ZIP code in that state. For states where FLAMES is not yet filed, reach out to your Member Engagement contact to discuss getting a list of preliminary (pre-filed) ZIP code Fire Loss Assignments to review. Conducting side-by-sides and dislocation analyses is made easy by the use of ZIP code rating territories.
How should carriers prepare for FLAMES if it has not yet been approved in the states they write in?
In addition to conducting analyses, now is the time to begin training your underwriting personnel on how FLAMES differs from legacy fire protection ratings. Now is also the time to work with your technical staff or policy administration system vendor to build the ingestion workflow to take the table of ZIP codes, Fire Loss Assignments, and Mitigation Evaluation Scores so that the tables can be rapidly ingested and configured when the specific states you write in are approved and adopted.
