Bringing the Fire & Insurance Communities Back Together

FLAMES helps communities demonstrate the impact of mitigation, prevention, and Community Risk Reduction (CRR) efforts through a meaningful evaluation framework centered on reducing risk, not just responding to it.

By participating in FLAMES, communities can help ensure that investments in risk mitigation are recognized and reflected in the evaluation process.

There are two parts to FLAMES: the Fire Loss Assignment portion and the Mitigation Evaluation Score portion.

Fire Loss Assignment

AAIS has calculated a Fire Loss Assignment for every ZIP code in the country using standard insurance modeling techniques. This score predicts the frequency and severity of fire losses within each ZIP code and is assigned regardless of whether a community participates in the Mitigation Evaluation Survey.

Mitigation Evaluation Score

The Mitigation Evaluation Score evaluates mitigation, prevention, and CRR efforts at the local level. Participation is voluntary and gives communities an opportunity to demonstrate how local risk reduction efforts contribute to better outcomes.

The FLAMES Mitigation Evaluation Survey is now live.

It is time to begin the evaluation of your community. The first step is to sign up! Visit our evaluation survey website to create an account, review KPIs, and learn more through our FAQs.

Why Participate?

Meaningful Evaluation

Centering Community Risk Reduction efforts and activities, FLAMES evaluates how effectively a community reduces risk, not simply how it responds to emergencies.

Safe & Sustainable Communities

FLAMES helps community and public safety leaders quantify the value of local investments in risk mitigation and prevention by measuring the effectiveness of local efforts.

Your Data. Your Score.

We’ve built a better, more dynamic way to evaluate communities. Your participation demonstrates your community’s commitment to risk reduction and resilience.

FLAMES Filing & Approval Activity

Track FLAMES filing and approval progress across the country. Insurers may only use programs that have been made available by a state insurance department.  If FLAMES is not yet available for an insurer to use in your state, your Mitigation Evaluation Survey is still important. Submitted surveys will be applied toward the Mitigation Evaluation Score once FLAMES is made available for use in your state.
